Federal State Unitary Enterprise ZaschitaInfoTrans of the Ministry of Transport of the Russian Federation is the successor to the Federal State Enterprise Attestation Centre Zheldorinformzaschita of the Ministry of Railways of the Russian Federation, established in 1996 by joint decision of the Federal Security Service of the Russian Federation, the State Technical Commission under the President of the Russian Federation and the Ministry of Railways of the Russian Federation.
On 23 February 1996 the Ministry of Railways of the Russian Federation signed an order to create the state unitary enterprise Attestation Centre Zheldorinformzaschita of the Ministry of Railways of the Russian Federation – SUE AC Zheldorinformzaschita.
The first branch of SUE AC Zheldorinformzaschita opened in Saint Petersburg, where a laboratory was deployed for performing certified tests of information security tools.
The decision was made to open a second SUE AC Zheldorinformzaschita branch in Yekaterinburg.
By order of the Ministry of Railways of the Russian Federation, SUE AC Zheldorinformzaschita was assigned the functions of the lead contractor for the creation and implementation of integrated security tools and systems in closed information, telecommunication and data transmission systems for the Ministry of Railways of the Russian Federation and the railways.
Work commenced on rolling out information security systems in the Ministry of Railways of the Russian Federation.
A professional development training centre was opened in the Saint Petersburg branch for specialists working in the field of information security.
SUE AC Zheldorinformzaschita was transferred under the supervision of the Federal Agency for Railway Transport.
SUE AC Zheldorinformzaschita was reorganized as Federal State Unitary Enterprise ZaschitaInfoTrans Federal Agency of the Federal Agency for Railway Transport. An agreement with the Ministry of Transport of Russia On cooperation in the field of technical protection of state secrets and official information of limited distribution was signed.
A new line of business was opened: implementation of satellite communication systems on mobile railway transport.
FSUE ZaschitaInfoTrans was appointed the head organization for the transport security of railway transport infrastructure facilities and designated Federal Agency for Railway Transport organization responsible for rolling out GLONASS/GPS satellite navigation technology on federal railway transport.
By joint order of the Ministry of Transport of Russia and the Federal Service for Technical and Export Control (FSTEC) of Russia, the company was assigned the functions of an industry certification centre for conducting special expert appraisals of enterprises, institutions and organizations of the transport industry for their right to take measures and (or) provide services regarding the protection of state secrets (in terms of technical protection of information and countering foreign technical intelligence) and to perform work related to the creation of technical information security tools.
Two new lines of business opened:
- design and construction;
- ensuring the transport security of transport infrastructure facilities and vehicles.
State contracts concluded for the development of railway checkpoints, the first of which were Isilkul and Irtyshskoye-1.
A branch was opened in Khabarovsk.
Integrated design solutions completed for implementation of on-site video surveillance systems, fire alarms and access control.
A Service Centre was created at the Saint Petersburg branch.
The enterprise was transferred to the Ministry of Transport of the Russian Federation and renamed FSUE ZaschitaInfoTrans of the Ministry of Transport of the Russian Federation (FSUE ZaschitaInfoTrans).
Work commenced on the project Information and Analytical System of Transport Regulation (ASU TK).
The development of IT projects for the transport industry becomes the enterprise’s priority area of development.
FSUE ZaschitaInfoTrans was first accredited to assess the vulnerability of transport infrastructure facilities and vehicles for all types of transport (certificate No. 000001).
By Order of the President of the Russian Federation No.777-rp dated 30 November 2011, FSUE ZaschitaInfoTrans was appointed as the sole contractor for the creation and further operation of the System for ensuring the information security of the public on transport.
Work began on the unique large-scale enterprise project Design, Creation and Commissioning of the Unified State Information System of Transport Security, including an Automated Centralized Databases of Personal Data on Passengers and Personnel (Crew Members) of Means of Transportation, as well as on projects for other system components.
Development of the enterprise’s activities to ensure transport security: assessing vulnerability on all types of transport, including the underground and urban ground electric transport.
Work was performed to create a concept for safe movement of client groups of the 22nd Olympic Winter Games and 11th Paralympic Winter Games 2014 in Sochi between the Olympic venues and the use of verification procedures when crossing security parameters.
Work began on the following projects:
- Design, creation and commissioning of the System for collecting the results of technical monitoring and control of transport infrastructure facilities (SS TMK).
- Design, creation and commissioning of the Unified interdepartmental system for interfacing information systems that solve tasks for ensuring transport security, including the geographically distributed system Rozysk-Magistral of the Ministry of Internal Affairs of Russia (SS RM).
Development of the enterprise’s activities to ensure transport security: development of plans to ensure transport security of transport infrastructure facilities and vehicles.
Launch of the Integrated Government Information System of Transport Security (IGIS TS). The Russian Ministry of Transport as the IGIS TS operator appoints the enterprise.
Participation in preparing for and holding the 27th Summer Universiade in Kazan to ensure the transport security of event participants.
Development of areas for ensuring transport security: assessing vulnerability and developing transport security plans.
FSUE ZaschitaInfoTrans was involved in implementing a range of measures to ensure the security of participants at the 22nd Olympic Winter Games and 11th Paralympic Winter Games 2014 in Sochi.
FSUE ZaschitaInfoTrans received the first Russia’s Transport Security 2015 National Award for IGIS TS in the category Best Innovative Project (Product) in the Field of Transport Security
FSUE ZaschitaInfoTrans won the Strengthening Russia’s Security ZUBR-2015 National industry award, in the category Anti-terrorism for the development and implementation of the socially significant national project for the creation of IGIS TS.
Cooperation with the Federal Service for Transport Supervision on the planning and implementation of control and supervisory activities in the field of transport security, as well as monitoring compliance with the transfer of the personal data of vehicle passengers and personnel.
Creation of a Cybersecurity Centre and a Centre for the certification of technical tools for ensuring transport security in relation to information collection and processing systems.
Work began on transport digitalization in accordance with the Digital Economy of the Russian Federation programme.
FSUE ZaschitaInfoTrans initiated the inclusion of a new industrial concept of Digital Transport and Logistics in the Digital Economy of the Russian Federation programme.
An agreement was signed at SPIEF 2018 (St. Petersburg International Economic Forum) on the creation of an association of Digital Transport and Logistics (DTL). The signing ceremony included Russian Railways, Avtodor, Aeroflot – Russian Airlines, RT-Invest Transport Systems, ZaschitaInfoTrans, Glosav and Business Lines.
FSUE ZaschitaInfoTrans operates as the design office of the Russian Ministry of Transport for transport digitalization.
Work began on creating the interdepartmental project Digital Transport and Logistics.
Work began on developing the Digital Platform for the Transport Complex (DPTC).
With the support of the Russian Ministry of Transport, the Digital Transport and Logistics association (DTL) was set up by Russian Railways, Aeroflot – Russian Airlines, RT-Invest Transport Systems, ZaschitaInfoTrans, GLOSAV and NPP Digital Radiotechnical Systems.
Work began on:
- ensuring coverage of priority transport infrastructure facilities (including rail and road infrastructure) with communication networks providing broadband wireless data and voice transmission (MBWA project);
- deploying communication networks using domestic LPWAN technology at priority transport infrastructure facilities with the possible use of domestic equipment (LPWAN project).
Creating of the digital development concept IGIS TS.
Work began on development of the industry data management system concept (regarding working with data).
Work on the “Superservice – 22 project concept: paperless carriage of passengers and goods”.
Since&Technology centre was established
Work on designing the LPWAN and MBWA projects.
Preparation and performance of an experiment of the Russian Ministry of Transport on the introduction of an electronic transport waybill and electronic trip ticket for motor vehicles. FSUE ZaschitaInfoTrans acted as the technological operator and developer of the information system prototype.
